I've had that happen a fair few times over the years, not sure if my answer is the correct one for everyone, but it always seems to work for me and that is to simply delete the internet temporary cache from the internet options bit. I've always thought of it as a simple glitch in the works.
Would love to hear if there is some proper explaination for it though.

After my latest reinstallation of XP, Internet Explorer will only let me save image files as bitmaps. When I right-click and try to save, *.bmp is my only option. Actually several things can cause this error; therefore, you may have to try several things to fix it.
One of the most common causes is actually an error in the Temporary Internet Files folder or an error in the Download Program Files folder. I have also seen this when the cache is either full or sized incorrectly. If this is the program, clearing these folders through Internet Options in the Tools menu will usually fix the problem:
Clear the Cache:
1. Open IE
2. Click Tools
3. Click Internet Options
4. Click General Tab
5. Under Temporary Internet files, you should click Delete Files
6. Confirm with an OK
Remove Bad Downloaded Program Files:
1. Open IE
2. Click Tools
3. Click Internet Options
4. Click General Tab
5. Under Temporary Internet files, click Settings
6. Click View Objects
7. Look at the Status column. Right click on the files listed as either Unknown or Damaged, and then select Remove from the context menu.
8. Confirm with Yes
9. Close the remaining windows by clicking OK
Seems, that my resolution for myself is actually one of the proper resolutions, oh well, it appears I do know something after all.
oo ive had that too, but not for ages, i usualy find shuting down all open browsers fixes it. i seem to have to shut down all browseres to fix all sorts of things. its especially problomatic when im debuging my real/unreal editor and im having to debug some of the windows common interfaces like the property editor.
strangly enough it seems to be when ive got TF in them, this is probably becuase TF pages tend to be the most 'busy' and they probably have a history full of TF pages. I now cycle browsers so I shut down the first on, this seems to be keep it running ok now ... i stil cba to move from IE6, and my pc has been up for nearly 30 days now without reboot.
I installed firefox ages ago, but on the very few web pages I was having trrouble with in IE6 it was no better, wich was the only reason i instaled it, i think i must of deleted it now.
