If you change it and it AutoReverts when you close it, Delete the English(USA) item from Installed Services in the same window.

Like me I got a belgian keyboard
You need to change the default one too if you want to have the right one all the time.
Like has been suggested the easiest way to keep the right keyboard settings is to remove the others. If you don't want that and the keyboard settings change again use alt+shift, this will make you go through the list of all your chosen keyboard settings (I use that to have a UK,dutch,chinese,...) keyboard settings at work... since I need to test loads of different languages (international program)
