In control panel is it category view or classic view?

On the right it should say switch to classic view if its in category view and vice versa.

Make sure it's showing classic view and you should have a Regional and Language Options.

Thats the one you need to change things.

Ok, as you didn't acutally bother looking into the place I pointed you at I'll go through it step-by-step.

Start->Control Panel->Regional and Language Options
Languages tab
Details button
On the settings tab
Click the Add button

Input language = English(United Kingdom)
Tick the Keyboard layout/IME box
Select keyboard layout in the drop down box.
Click Ok

Back on the settings tab
Change the drop down box in Default input language to the new one.
Eg: English (United Kingdom) - United States-International (if thats the one you just installed)

Left click on the old one in the Installed services under Keyboard (the non-bold one)
Click remove.

Click apply at the very bottom.
Click ok.
