Im a bit out of date with it, but its mainly down to it being residential and asymetric. The idea is that for most users only download bandwidth is important, like you say the uploads enough for gaming, voice/video coms and sending stuff like email. Theyre obsessed with contention ratios here though, that they can basically sell the same network bandwidth over and over because most people dont use much of their bandwidth much of the time. Equally they dont want people hosting, and for a while it was hard to get static IPs etc. Business users can get a higher upload speed, but i think they were reluctant to lose out on lease line sales/rental to broadband. (When i say they im mostly referring to BT wholesale/openreach).
