As far as I was aware the bosses at the BBC are the ones who have made the cock up. They telephoned the chap who's granddaughter it is (Manuel from faulty towers) and asked if it was OK to air the prank calls and they got it wrong. The assumed it was OK and it wasn't. So yes they are prats for doing the call in the first place but the ones really at fault are those who reviewed the show and didn't bin it.
Even sillier is that she admits to sleeping with Russell Brand, so he wasn't lying.. also she is a burlesque dancer with a web page called satanic ****s, so I don't think she really is that bothered over the publicity seeing as she isn't whiter than white.. I think it was a shame they upset the old chap, but it's not as if world war 3 broke out.
