It actually turned on by default as far as i'm aware.
It's really not something I've ever paid much attention to though in honesty, as I don't personally use the quick reply, I always use the proper reply button.
There is a very big reason for it to be required to click before making a quick reply though:

So seeing as hybrid and threaded modes are enabled on TF, it would make it unfair for any user that has the forum set to display in those modes if I was to change the way quick reply works.
The best I can offer is to make a poll asking if anyone uses hybrid or threaded modes and if nobody says yes, then I could turn those modes off and then allow quick reply without click.
