I'd say Stallone just because of the Rocky films, even though it's close as Terminator(s) are cracking films. Twins was funny, but then Assassins was really good too. In terms of acting I think Stallone is the better actor. I'm sat on the fence, but I'll go with my original gut feeling which is Stallone.
