WoW is well written and designed in terms of low polygon counts in towns, aka bad gfx =p By comparison in other 3d mmorpgs i couldnt even move in a town with exactly the same symptoms. Its just a case of loading tons of crap into memory, new graphics, textures and processing all the usual crap of people moving, casting spells etc etc.
I get the same problem too. If i turn off everything other than WoW then i only pause briefly when landing off gryphons and logging into the game. If i have other crap running it runs out of memory, spills over into the page file and goes jerky as hell.
256mb is rated as a minmum, but seeing that it barely fits onto 512mb to run smoothly, i would say 256 is just "minimum" for it to actually play, 512 or higher for optimal.
Turn off everything you can, no internet explorer, no msn etc. That will be about as good as it gets. Adjusting the paging file really wont/doesnt help, you simply need more memory quickly available not info cached to your hard drive, the hd tends to get hammered for loading in those situations and trying to load data from it, while swapfiling onto it for memory is just going to make things nasty as youre obviously finding.
Get another stick of ram dude =p
